Is Islamic Sharee‘ah a created being?

Question

As-salaamu 3laikum, you answered a previous question of mine saying that legislation is an Attribute of Allah. But are the Islamic laws and religion a creation of Allah, or are they part of that Attribute? Jazaak Allahu khair

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and messenger.

If you mean by ‘the religion of Islam and the Islamic Sharee'ah’ the commandments and prohibitions of Allaah, then they are not created because the words of Allaah are not created as proved by the revealed texts of the Quran and Sunnah. For instance, Allaah, the Exalted, says (what means): {And if any one of the polytheists seeks your protection, then grant him protection so that he may hear the words of Allaah. Then deliver him to his place of safety. That is because they are a people who do not know.}[Quran 9:6]

However, if you mean by religion here ‘religiosity and righteousness’, they are created since they are part of human beings' actions, which are created.

The same applies to the Sunnah of the Prophet, sallallaahu ‘alayhi wa sallam; if it is meant to refer to the divine revelation inspired to the Prophet, sallallaahu ‘alayhi wa sallam, then it is not created. However, the acts of the Prophet, sallallaahu ‘alayhi wa sallam, and following his example are parts of the acts of human beings which are created.

In other words, the Quran are the words of Allaah and it is not created, yet when we recite it, the voices and our recitation or acting upon its teachings are created, being part of the acts of human beings which are created. There is much evidence proving that Allaah created human beings and their actions. Allaah, The Exalted, says (what means): {Allaah is the Creator of all things, and He is, over all things, Disposer of affairs.}[Quran 39:62]
