Hoping that a certain sinner is not a Muslim

Esselamu aleykumWhat is the state of someone who sees an evil doing person who practises for example prostitution? Lets say this prostitute has a name that sounds islamic but you are not sure whether he or she is muslim or not because outwardely you cant determine. So because of this evil act a person says i dont hope he is one oft he muslims because he sees it as a shame and dishonour over the muslims. Is this statement problematic because he may approve or wish that someone is a kaafir? Im asking because appoving kufr is in itself kufr. I would be grateful to have an answer

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ʻalayhi wa sallam, is His slave and Messenger.

Nothing of what you have mentioned in the question constitutes the slightest bit of consenting to unbelief. The person who said this did not wish that this sinner would not become a Muslim, nor did he wish that he become a disbeliever, if he was already a Muslim. He merely wished that such a disgraceful sin was not committed by a Muslim, and this does not constitute consenting to unbelief.
