Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

First of all, may Allaah reward you and preserve your religion and morals, and make you among the successful in this life and in the Hereafter.

Among the best things by which mercy towards the believers could be achieved is to preserve the meaning of brotherhood with them on the basis of the Saying of Allaah (what means): {The believers are nothing else but brothers (in Islamic religion)}[Quran 49:10] Therefore, a Muslim should love the believers and endeavour to do good to them and benefit them according to his ability, and feel their sorrow and hardship, and support them, advise them, comfort them, and stand by their side at times of happiness and sadness.

As regards being harsh with the non-Muslims, then this requires hating them and not being loyal to them and hating the disbelief upon which they are.

With regard to dealing with them, it is permissible to be kind to the non-Muslims who are not at war with the Muslims, as this softens their heart towards Islam, and it is not permissible to be aggressive and unjust to them. For more benefit, please refer to Fatwa 88293.

Finally, it should be noted that residing in a non-Muslim country is very serious, so if there is no necessity for you in residing there, you are obliged to migrate to a Muslim country.

For more benefit, please refer to Fatwa 86405.

Allaah Knows best.
