Ruling on manufacturing and selling short clothes for girls below the age of seven

Question:

Is it permissible to sell clothes, including trousers and short dresses, for young girls below the age of six or seven?

Answer:

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

It is impermissible to manufacture or sell clothes that reveal the person's ‘Awrah (what should be covered of the body), which Allaah, the Exalted, has commanded to conceal, whether they are for men, women or children above the age of seven. If the children are below the age of seven, then there is no harm in manufacturing or selling such clothes as the children at that age are still young and are not required to observe the rulings regarding concealing the ‘Awrah.

Nevertheless, it should be noted that young children below the age of seven are not obliged to observe the rulings regarding concealing the ‘Awrah unless their physical growth is fast and they look older than their real age. There is no doubt that this differs according to the geographical region, different living conditions, and so on. Therefore, you should be mindful of that.
