Question:

What is the 'paper' which the Prophet, sallallaahu alayhi wa sallam, initiated?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

We did not understand what the questioner meant by 'the paper'; if he meant the sheet which 'Ali may Allaah be pleased with him was informed about and which he used to hang beside his sword, then this is a paper on which the ages of camels that were taken for Zakah (obligatory charity) were written, and on which the blood money was recorded, and a narration of the Prophet, sallallaahu ‘alayhi wa sallam, about the excellence of Madeenah in which he, sallallaahu ‘alayhi wa sallam, said: "Madeenah is a sacred between the mountains of 'Ayr and Thawr."

The content of this sheet, exactly as we mentioned, was narrated by Muslim may Allaah have mercy upon him. There is nothing in it which the Prophet, sallallaahu ‘alayhi wa sallam, gave as a special secret to 'Ali may Allaah be pleased with him but not to others. Indeed 'Ali may Allaah be pleased with him said, "Whoever claims that I have something to read other than the Book of Allaah and this paper, then he is indeed a liar." [Muslim]

Allaah Knows best.
