Does Allaah the Almighty punish people, because of their sins, using bad weather changes and sand storms?

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

Weather changes, sand storms and earthquakes take place only by the permission of Allaah the Almighty. They may be a punishment because of people’s sins, or they may merely be a deterrent. They may also be a test from Him, or there could be other rationale that we do not know, but which Allaah the Almighty certainly does.
