Question

Is it obligatory to enjoin good and forbid evil under all circumstances? What are the governing rules of enjoining good and forbidding evil?

Answer

All perfect praise be to Allaah, The Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and messenger.

Undoubtedly, enjoining good and forbidding evil is one of the greatest duties of our religion, as stated by Al-Ghazaali  may  Allaah  have  mercy  upon  him. Undertaking this duty is the mission for which Allaah has sent all the messengers. Had this duty been abandoned, the message of prophethood would have suffered, the number of religious people would have decreased, corruption and ignorance would have become wide-spread, and people would have been doomed, but they would only realize this on the Day of Judgment.

Unfortunately, what we fear has already occurred. This duty has been almost totally abandoned and neglected to the extent that people please each other at the expense of displeasing Allaah The Almighty.

Nevertheless, whoever assumes the task of enjoining good and forbidding evil should not depend on a single method or approach so as not to bore the audience or drive them to reject the message. Rather, he should make use of the various methods of Da‘wah. Please see the following Fataawa 85658, 82115, 93050, 84348, 84743, 92127 and 87672.
