Question:

Is the dirt and the water used to clean dog saliva off clothes also najis? and if it is..does it need to be washed with dirt and water also?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

Based on evidence from the Sunnah, dog saliva is impure and this is the view of the majority of scholars. It is also known that water which comes in contact with something impure and then departs from it while that thing is still in such a state (impure), this water is considered impure as well. Water which departs in the sixth wash from a vessel which a dog licked (drank from it) is an example for this.

Consequently, water which departs from something impure before the last wash is impure, and likewise is dust (earth). Nevertheless, some scholars said: when water departs from something (impure) and there are no changes in its taste, color or smell, then it is pure in itself.

However, it is not necessary to purify that water which came in contact with an impure thing. But, if someone wishes to purify it, he may do so by adding to it pure water in a larger quantity.

Allaah Knows best.
