Making use of services provided by non-Islamic states

Question:

Is it permissible to make use of services provided by non-Islamic states?

Answer:

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

 

There is no impediment in the Sharee‘ah to making use of the services provided by non-Islamic states, as well as using their public utilities. Early Muslims made use of public services in Makkah, while its people were still mainly disbelievers and in enmity with Muslims. In addition, the Prophet, sallallaahu ‘alayhi wa sallam, entered Makkah under the protection of Al-Mut‘im ibn ‘Adiyy while he was a polytheist, as narrated in Saheeh Al-Bukhari .
