Filling in light eyebrows with pencil or powder

Question:

Assalaamu alaykum. Please, I want to ask a question concerning eyebrows. I that know it is haram to pluck them, but is it okay for someone with scanty eyebrows to fill them in with a pencil, powder, and so on? Is it okay to grow hair in the scanty places using a natural oil? May Allaah reward you.

Answer:

All perfect praise be to Allaah, The Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad is His slave and Messenger.

It is permissible to fill in the eyebrows with a pencil or powder in a color other than black; but if the drawn lines or powder have a mass that prevents the water from reaching the skin, then they must be removed prior to making ablution.

Also, it is permissible to use oil to grow eyebrows provided that its use does not cause any medical harm.
