Inauthentic hadeeth about reciting supplication seven times

Question:

Assalaamu alaykum wa rahmatullaahi wa barakaatuhu, Shaykh. Is the following hadith authentic:
Samrah bint Jundub narrated that Prophet Muhammad, sallallaahu 'alayhi wa sallam, said, "Whoever says in the morning and evening, 'Allahumma anta khalaqtani wa anta tahdini, wa anta tut‘imuni wa anta tasqini, wa anta tumituni wa anta tuhyini’ (O Allaah, You created me, and You guide me, and You provide me with food, and You provide me with drink, and You shall cause me to die, and You give me life.) seven times, there is nothing that he asks Allaah for that He would not give him."
Moreover, it states that this supplication was given by Allaah to Prophet Musa (Moses), peace be upon him, and that He used to recite it seven times and that there is nothing that He would ask Allaah that He would not give him. In his book Wird Al-Kabir, Imam Al-Haddad mentions that this supplication should be recited seven times. Please provide me with authentic evidence, Is this hadith authentic? May Allaah reward you.

Answer:

All perfect praise be to Allah, The Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) is His slave and Messenger. 

This hadeeth was cited by At-Tabaraani in Al-Mu’jam Al-Awsat, and Al-Munthiri classified it as hasan (good) in At-Targheeb wat-Tarheeb, and Al-Haythami also classified it as hasan in Majma’ Az-Zawa'id.

However, Shaykh Al-Albaani classified it as Dha’eef (weak) in As-Silsilah Adh-Dha’eefah, and he mentioned that it has two deficiencies:

1- The Shaykh of Imaam At-Tabaraani is unknown.

2- The narration of Al-Hasan from Samurah, and Al-Hasan is a Mudallis (one who practices Tadlees [i.e. reporting from his Shaykh whom he met, what he did not hear from him in such a way as to create the impression that he heard the hadeeth in person. A Mudallis usually uses the mode "on the authority of" or "he said" to conceal the truth about the chain of narration], and he was not given permission to narrate ahaadeeth.
