With regard to your first question; what is clear of the meaning of the verses of the Quran and which is known to everyone, then pondering over it is simple and easy. However, the verses that require clarification by the scholars, then it is necessary to refer to their statements so that the exact meaning of the verses can be understood and then one can ponder over it.
Otherwise, a layman cannot independently understand the Quran [without referring to the scholars] as he may understand many verses in a wrong way. So, it is necessary to seek knowledge and return to the scholars and abide by their statements.
As for your second question; if you are asking about the English translation of the meaning of the Quran, then there are plenty of them in the form of hard copies as well as online. However, if what you are asking about is a source which translates the Quran word by word, then this also exist; please refer to https://quran.com. What you need to do is simply place the mouse on each word and the English translation of the word will show in a pop up.
