Acquires a Hajj-permit as a servant for pilgrims while he is not

Question:

There are work visas to serve the pilgrims during the days of Hajj. Is it permissible to travel to perform Hajj but without doing this work?

Answer:

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

If you mean that you are applying for a Hajj visa as a worker for serving pilgrims while you are not, then this is impermissible for two reasons:

Firstly: deliberate lying. The Prophet, sallallaahu ‘alayhi wa sallam, said:

Verily, truthfulness leads to righteousness, and righteousness leads to Paradise. A man keeps speaking the truth until he is written with Allaah as a truthful person (Siddeeq). Lying leads to wickedness, and wickedness leads to Hell. A man keeps on telling lies until he is written with Allaah as a liar. [Al-Bukhari and Muslim. This is Al-Bukhari's wording]

Secondly: cheating and treachery. The Prophet, sallallaahu ‘alayhi wa sallam, said, "Whoever cheats does not belong to me." [Muslim]

If you mean that you get a work visa for serving pilgrims, then you have to fulfill this. The Prophet, sallallaahu ‘alayhi wa sallam, said, "Muslims should abide by their conditions, except for a condition that makes unlawful what is lawful or makes lawful what is unlawful." [At-Tirmithi and others]
