Delaying the fulfillment of a vow and fulfilling it in another country

Question:

I made a vow that I would offer a sum of money in charity for the sake of Allaah, the Exalted. However, I have been lax in offering that money in charity, not because I lack the desire to do so, but because I do not have that sum of money. Is it permissible for me to deliver on my vow in another country than the one where I made my vow?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) is His slave and Messenger.

If you did not specify a particular time or place for fulfilling your vow, then there is nothing wrong in fulfilling it whenever that is possible and wherever you may wish.

However, if you did specify a particular time or place for fulfilling your vow, then it is incumbent upon you to fulfill the vow at the specific time and place that you specified. As for delaying the fulfillment of the vow due to your inability to fulfill it, this does not constitute a sin as long as it was not done out of negligence.
