Question:

If a woman who is going on Umrah, starts to have spotting before her actual date, once in a day what should she do?

Answer:

Praise be to Allah, the Lord of the World; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

If the blood spots are seen after the fifteen days of purity (i.e. after the fifteen days from the end of the last period) then they are considered menses. But know that menses does not prevent entering in the state of Ihram. Therefore, you may perform Umrah by entering in the state of Ihram and performing all the rites that are performed by a pilgrim with exception of Tawaf (circumambulation) of al-Ka'bah.
The Prophet (Sallallahu Alaihi wa Sallam) said to Ayisha (Radiya Allahu Anha): "You should perform all the rites of Hajj, except Tawaf; you should perform that after taking a complete bath when you become clean" . [Reported by Imams al-Bukhari and Muslim ].
Therefore, when you reach Meeqat (the spot where a pilgrim should enter into state of Ihram) you should enter in the state of Ihram for Umrah and remain in that state till you become clean, after that, take a bath and then perform Tawaf, Sa'e and then have your hair cut short.
Allah knows best.
