Non-permanent tattoos

Question:

I read Fatwa: 6008 about permanent tattoos. Is having non-permanent eye or lip tattoos for 2 years Haram?

Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

Tattooing is prohibited as pointed out in Al-Bukhari and Muslim from the narration of Ibn Mas'ood  may  Allaah  be  pleased  with  him who said: "Allaah has cursed those women who have themselves tattooed, and those women who remove their eye-brows and those who make artificial spaces between their teeth for beauty, whereby they changes Allaah's Creation." A woman started to argue with him saying: 'what is all this? He replied: "Why should I not curse those whom Allaah's Messenger  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) cursed and who are cursed in Allaah's Book? Allaah, The Exalted, has said in His Book: {… And whatsoever the Messenger, Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) gives you, take it, …} [Qur'an 59: 7]" .

As a rule, there is no difference to have a permanent tattoo or only for two years, since one does not know when he will breathe his last. He might pass away instantly after being tattooed, and then he will meet his Lord on this major sin. We ask Allaah to protect us from disobedience.
