Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.

If by this you refer to the matter of evil eye, then evil eye is a fact as confirmed by the Prophet [Al-Bukhari and Muslim] However, the eye does not affect anyone except with the Will of Allaah; Allaah Says (what means): {Say, “Never will we be struck except by what Allaah has decreed for us; He is our protector.” And upon Allaah let the believers rely.}[Quran 9:51] Nonetheless, it should be noted that affecting someone with evil eye is not peculiar to the non-Muslims; therefore, one cannot authoritatively assert this without evidence.

However, if it is predominantly thought that that man is affected by evil eye and the like, then he should perform Ruqyah but he should avoid going to the fortunetellers and soothsayers who pretend to know the unseen. The Prophet said: "Whoever goes to a soothsayer or magician or diviner and asks him (about something), his prayer will not be accepted for forty days." [Muslim] Moreover, Abu Hurayrah narrated that the Prophet said: "Whoever goes to a fortune-teller or magician or diviner and asks him (about something) and believes his sayings, he has indeed disbelieved in what has been revealed to Muhammad []” (i.e. disbelieved in the Message of Islam)." [Ahmad and Al-Haakim]
