Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.

In regard to bids, it must be left for the competition based on experience and quality and the right price; any interference about these criteria is not permissible and if some money is spent for this purpose [this interference], it is forbidden and considered as cheating.

Moreover, it is not permissible to commit what is forbidden except in case of necessity and there is no necessity in what you mentioned. Hence, you should turn to Allaah and it is with piety that you should seek His provision. Allaah Says (what means): {… And whosoever fears Allaah and keeps his duty to Him, He will make a way for him to get out (from every difficulty). And He will provide him from (sources) he never could imagine.} [Quran 65:2-3]

So, you should not change your attitude in avoiding what is forbidden and you should know that a happy outcome from Allaah is very near (i.e. Allaah will make a way out for you from your difficultly) and you should undertake the means that lead to that.

Also, you should seek the help of Allaah in fulfilling your needs and paying your debts and you should seek forgiveness from Allaah as much as possible as this is a means for getting provisions and for opening its doors. Allaah Says (what means): {And said, Ask forgiveness of your Lord. Indeed, He is ever a Perpetual Forgiver. He will send [rain from] the sky upon you in [continuing] showers. And give you increase in wealth and children and provide for you gardens and provide for you rivers.} [Quran 71:10-12]
We also remind you to supplicate with the supplication of settling one's debts. Abu Sa’eed Al-Khudri narrated that the Prophet entered the mosque one day and found a man from the Ansaar called Abu Omaamah. So, the Prophet said to him: 'Abu Omaamah, what’s the matter with you? I see you sitting in the mosque at a time other than the time of the prayer.' Abu Omaamah replied: 'It is the worries and debts that made me sit here'. The Prophet then said to him: "Shall I not teach you some words if you say them Allaah will take away the worries from you and help you repay your debts". Abu Omaamah said: 'Please do, O Prophet of Allaah'. The Prophet then said: "Say when you get up in the morning or when you go to sleep, 'O Allaah, I take refuge in You from anxiety and sorrow, weakness and laziness, miserliness and cowardice, the burden of debts and from being overpowered by men". Abu Omaamah said: 'I did so (said the supplication) and Allaah took the anxiety away from me and helped me repay my debts'". [Abu Daawood]

Moreover, Abu Waa’il narrated that a man came to ‘Ali and said to him: “I am unable to repay my debts, so please help me. Then ‘Ali said: “Shall I not teach you some words that the Prophet taught me that if I had a debt as much as Thabeer (a mountain between Makkah and Arafah) Allaah would settle it for me.” He said: “Say: “O Allaah make what is lawful enough for me, as opposed to what is unlawful, and spare me by Your grace of the need of others.” [At-Tirmithi]

Allaah Knows best.
