Shaving head and cutting short hair on day of Nahr not specific to Mina

Question

After throwing Jamrat Al-‘Aqabah Al-Kubra on the day of Nahr, the pilgrim should shave his head in order to make the first dissolution of Ihram (ritual state of consecration). Is it due on him to get his head shaved at Mina, or it is permissible for him, after throwing the pebbles, to go to Makkah and get his head shaved there?

Answer

All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.

It is not necessary to get one’s head shaved at Mina only. It is permissible to do it anywhere inside or outside the Sanctuary. However, it is an act of the Sunnah for the pilgrim to get his head shaved or his hair cut short at Mina.

An-Nawawi said:

"There is no time expiration for Tawaaf (circumambulation), Sa‘y (going back and forth between Mount Safa and Mount Marwah), and shaving the head (or cutting short the hair), and one could do them at any time as long as he is living. Furthermore, it is not necessary for shaving the head (or cutting short the hair) that it be done at Mina. In fact, it is permissible for it to be done even in one’s homeland or anywhere else, as has previously been mentioned."
