Mom did not Say a Word of disbelief

Question

My mum was watching the news on TV when the news channel said a small sized earthquake striked her native country. My mothers native country is a muslim country but haraam is rife. Corruption, alcohol, murder, rape and other major sin is very very common. My mum hearing about the the earthquake said. " Allah swt is giving them a warning with this small earthquake that they should fix up before Allah swt sends a big earthquake to punish them for their sins" . she said they should stop commiting the haraam and that they have made her native country filthy with all this haraam that is being comitted there. Then after a while she said " if it was me i would send a massive earthquake to show them, watch how they would stop and then do taubah". She then laughed and repeated that to me. Is this kufr what my mum said?. Like did she mean that if she was god she would do this?( audhbillah) or did she mean that she knows how to deal with the issue better than Allah swt (audhbillah). Im getting waswasa that she commited kufr. Also in her native country the muslim country rule by man made laws. A corrupt and evil man will be taken to court tomorrow. My mum said " in sha Allah he will be punished" is this kufr due to supportimg man made laws or not. Are any of these two things kufr or not.could you please reply and not redirect me somewhere else. Barakhallah feek i really appreciate your help its just that I worry for her. She prays pays zakah etc and is planning to go umrah in 10months... please help am i overeacting? Is this kufr or not. Answer

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger.

Your mother is upon much goodness, may Allah bless her. She did not say what necessitates ruling her a disbeliever at all. Her statement, which you mentioned, is informing about the Mercy of Allah and that He does not hasten to punish His Creatures despite the fact that they challenge Him by committing sins. It is absolutely certain that none of what you said crossed her mind.

It is clear that she honors the Symbols and Rites of Allah, and she is abiding by the religion.

As regards the second matter, then she did not say anything that would suggest that she is pleased with man-made laws or favors it over the ruling of Allah, nor does she believe that it is lawful to act upon those man-made laws. So, how can you imagine that she did what necessitates ruling her a disbeliever?

We warn you against whispers, especially in this context, because giving in to them leads to a great evil.
