In one of your fatwas you said that it is permissible for women to watch videos of women without hijab and that does not count as promoting it but in another you said if someone watches a sin on a video in social media apps then that is considered promoting it and they recieve sins for that? Is there a difference of opinion?

You did not mention the numbers of the Fatwas that you found contradicting each other so that we could clarify the confusion for you. What we believe is that if there is benefit for the woman watching these clips, such as learning a specific skill or gaining certain knowledge, there is no objection to her watching them, and she will not incur sin by doing so.
