My husband sent me a picture of stamp paper saying "first divorce notice". He stated at the end that he is giving me the divorce notice. Would this be considered first revocable divorce? Note that he has niether sent that stamp paper physically to me nor has he submitted in the union. council.

All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad is His slave and Messenger.

We are unable to determine whether the divorce has occurred or not, let alone whether it is revocable or irrevocable.

Such matters should be presented orally to trustworthy scholars in the presence of the husband, so that they may question him about this paper he sent; what he meant by it, whether he uttered the divorce or wrote it with the intention of enacting it, whether the divorce was in exchange for compensation, and how many divorce pronouncements he intended.

Our advice to you is to present your matter to trustworthy scholars in your country, or to refer it to the Sharia court, or whatever serves in its place in its absence, such as Islamic centers.
