Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

Tawaaf (circumambulation around the Ka'bah) and Sa'y (walking between As-Safa and Al-Marwah) are seven times because it is legislated as such and one should submit himself to this legislation. Allaah Says (what means): {And your Lord creates what He wills and chooses; not for them was the choice.}[Quran 28:68]. Allaah further Says (what means): {It is not for a believing man or a believing woman, when Allaah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allaah and His Messenger has certainly strayed into clear error.}[Quran 33:36]. This does not mean that a Muslim should not seek the wisdom why it is seven times. Some scholars stated that the number seven has some distinct characteristics which are not found in other numbers. For instance, Ibn Al-Qayyim said: 'The number seven is distinct. Allaah created seven heavens, and seven earths, there are seven days, and a human being is created through seven stages of creation, and Allaah legislated Tawaaf seven times for His Slaves, and Sa'y is seven times, throwing the pebbles is seven times, and saying Takbeer [saying Allaahu Akbar] in the first Rak'ah [of ‘Eed] is seven times, and the Prophet said: ''Order the children to start the prayer at the age of seven'', and ''When the child reaches the age of seven, he is given a choice to choose between his (divorced) parents,…'', when the Prophet was sick he ordered the people to pour on him from seven bottles of water, Allaah imposed a furious violent wind on the people of 'Aad for seven nights, and the Prophet invoked Allaah to help him against his people with seven years of famine like those of Prophet Yoosef (Joseph) and Allaah gave the example of those who spend their wealth in the way of Allaah as that of a seed [of grain] which grows seven spikes; in each spike has a hundred grains, and the spikes which the Prophet Yoosef’s companion (the king) saw were seven, and they [the people of Yoosef] sow for seven years, and charity is multiplied to seven hundred times to many folds, and seventy thousand people of this nation will enter Paradise without any reckoning (which is a multiple of seven), so there is no doubt that this number has some characteristics which other numbers lack…'

Growing the beard is an obligation and it is forbidden to shave it according to the majority of the scholars this is clarified in Fataawa 86270, 84474 and 82568.

Allaah Knows best.
