The use of Ruqyah (seeking cure by reciting verses of the Quran), 'Athkaar (remembrance) and Quran to treat and protect oneself

I get very frightened when I face some situations in a way that saps my will to resume my studies. Could this be the harmful effect of an evil eye? I suffer from headaches when I read the Quran. What is the ideal solution to this problem? I have heard that there are some people whom Allah The Almighty has endowed with special power to solve such problems. Is this true? Where can I find them?

All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah, and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allah exalt his mention ) is His Slave and Messenger.
Perhaps what you feel is some harm caused by an evil eye, as you said, or it may be a disorder mixed with some obsessive doubts. In either case, the ideal solution for this problem is to constantly obey Allah The Almighty, avoid disobeying Him, remember Him The Almighty often, recite the Quran regularly, observe the 'Athkaar (remembrance) of the morning and the evening, supplicate Allah The Almighty and seek only His Help at all times. Such actions guarantee that your current and future problems will be solved without the help of any person – Allah willing.
This matter is easy for the person for whom Allah The Almighty has made it easy. Thus, never hesitate to seek help from Allah The Almighty and you will achieve positive results – Allah willing.
Nevertheless, there is no harm in performing the Shar‘i Ruqyah (Ruqyah legislated by Islamic law) with some chapters or verses of the Quran or the Athkaar authentically narrated from the Prophet  sallallaahu  `alayhi  wa  sallam ( may  Allah exalt his mention ) such as Soorat Al-Faatihah and Al-Mu‘awithataan. You may allow others to do it for you using the same verses, chapters or supplications or others. They just have to be from the Quran or authentic Prophetic tradition. Finally, you are advised to read some books that compile the necessary 'Athkaar, and daily verses that are necessary for every Muslim.
