A disabled child is not a punishment for his mother's sins

Question

What do Quran say about baby born with abnormalities? Here in india people blame the mother for an abnormal baby born to her?Are there any reasons for which a baby is born disabled?Sometime it is said probably the mother had done something very bad in past for which she is been punished by Allah by giving her an abnormal baby.Please explain in detail. Thank you

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allah exalt his mention ) is His slave and Messenger.
A disabled child is like any other children; Allah created him and blessed his parents with him; Allah Says (what means): {To Allah belongs the dominion of the heavens and the earth; He creates what He wills. He gives to whom He wills female [children] and He gives to whom He wills males. Or He makes them [both] males and females, and He renders whom He wills barren. Indeed, He is Knowing and Competent.}[Quran 42:49] Therefore, a mother should not be blamed for a matter over which she has no control, so blaming her is contrary to religion and it is a defamation for one’s mind, as it proves that the person who says that is not rational. What is his proof that the mother might have committed a sin and, as a result, she was punished for it? In fact, being afflicted does not necessarily mean that a person has committed a sin.
In addition to this, why should the mother be blamed in particular and not the father? Hence, all this proves that this is nothing but whispers of the devil and superstitions and it is not permissible for a Muslim to believe in this.
However, if the parents of this child are patient, then it might be that Allah brings them the best outcome for their patience, and Allah would make the child beneficial to them in this world and in the Hereafter.
