Question
What is the ruling on circumambulating graves?
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
Circumambulating graves is considered polytheism. This is because circumambulating is an act of worship that Allah, The Almighty, has only made lawful at a certain place.
Thus, anyone who intends to perform it for the sake of someone else other than Allah or performs it in a way that is different from what Allah has ordained, will be ascribing partners to Allah and legislating something that Allah has not made lawful.
