Question:
While I was fasting in Ramadan, I was making foreplay with my wife. My penis touched her vagina and I immediately ejaculated. My penis, however, did not enter her vagina. Am I required to make up for that day and offer the expiation or am I required only to make up for the day?
Fatwa:
All perfect praise be to Allah, the Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad  is His Slave and Messenger.

Foreplay with one's wife during the daytime of Ramadan is forbidden. In case of ejaculation without having sexual intercourse, one is required to make up for that day and repent. For the person who deliberately breaks fasting during Ramadan for a reason other than having sexual intercourse, there is a difference in opinion among scholars whether or not he is required to offer the expiation along with making up for that day. The majority of scholars are of the view that he is not required to offer the expiation. Consequently, you are required to repent to Allah The Almighty and make up for that day and you are not required to offer the expiation.
