Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.

There is no Sharee’ah-based impediment to that if this person is well qualified to do his duties in both mosques and is able to do that, i.e. he has enough time and effort that enable him to do such tasks.

It is worth noting that the Muslim individual should be aware of the responsibility of assuming the affairs of Muslims. He should advise them sincerely and not cheat them. Tameem ibn Aws Ad-Daari may Allaah be pleased with him narrated that the Prophet, sallallaahu ‘alayhi wa sallam, said: "The religion is (built on) Naseehah (i.e. sincere advice)." The people listening asked, "To whom?" The Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) replied, "To Allaah, to His Book, to His Messenger, to the leaders of the Muslims, and the common folk of Muslims." [Muslim]

Regarding the meaning of providing advice to the common folk of Muslims, An-Nawawi may Allaah have mercy upon him said: "As for Naseehah to the common Muslims, who are those other than the rulers, it is to guide them to what will bring them benefit in this life and in the Hereafter, not to cause harm to them, teach them what they do not know about their religion and help them doing so by word and deed, protect their honor and wealth, remove their defects, ward off the harm from them and bring them benefit, and command them to do what is right and forbid them from doing what is wrong with gentleness and sincerity." [End quote]

Allaah Knows best.
