Answer

All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

Shaykh Abd Al-Qadir Al-Jailani or Al-Kaileni or Al-Jeely is a well-known Scholar. Adh-Dhahaby in his book "Siyar A’lam Al-Nubala" (Biography of Eminent Nobles) 20/429 said about him: "This Shaykh and Imam was an ascetic Scholar, a very knowledgeable person, an ideal Shaykh of Islam, Eminent Waly (ally) and a guardian of the religion. His name is Abu Muhammad Abd Al-Qadir Ibn Abu Saleh Abdullah Ibn Janki Dost Al-Jeely Al-Hanbali, Shaykh of Baghdad. He was born in Jeelan in 471 A.H.

Jeelan is a territory next to Tubrustan. Az-Zarkaly in his Book. “Al A’lam" (the Eminent) mentioned that his name is Abd Al-Qadir Ibn Musa Ibn Abdullah. He died in Baghdad in 561 A.H. and was buried in his school in Baghdad.

So, believing that he was buried in India is a big mistake. In fact, he was buried in Baghdad as mentioned by the questioner.

On the other hand, it is forbidden to build on graves, to circumambulate around them, to wipe oneself on them (as a way of seeking blessings), to ask them for help, to slaughter sacrifices for them or to offer vows for them and the like, as all these are forms of worship that should not be done for anyone save Allah, The Almighty, except if there is evidence for that. What some ignorant people do, like sitting in innovated circles, dancing and presenting eulogistic poems and the like, has nothing to do with Islam. This kind of rituals was not narrated from the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) or any of his Companions. Moreover, these poems might contain expressions and words of appeal for help directed to these saints such as: Help us O Abd Al-Qadir or catch up with us.

Indeed, this is the highest level of Shirk (Polytheism) which Allah does not forgive.

Supplication is a kind of worship or it is one of the most exalted types of worship. So, presenting it to someone other than Allah is a pure Shirk and an inconsistency with the Shahada of “Laa Ilaaha Illa Allah (None has the right to be worshipped except Allah). So, one should be very cautious about this matter and warn other people to avoid it, telling them to stick to the Sunnah and its followers.

Allah knows best.
