When Quran says something is not Halaal, it means that it is Haraam

Question

As selamu aleykum. In the Quran, Allah (S.W.T) says what means 'it isn't halal for you' to do so and so.Is there any difference between this and saying 'it is haram for you' to do so and so? Jazaa kumullahu khayran.

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ʻalayhi wa sallam, is His slave and Messenger.

The negation of permissibility in the Quranic discourse indicates prohibition; i.e. saying that something is not Halaal (lawful) indicates that it is Haraam (forbidden). For instance, Allaah The Exalted says (what means): {…and it is not lawful for them to conceal what Allaah has created in their wombs if they believe in Allaah and the Last Day.} [Quran 2:228]

At-Tabari  may  Allaah  have  mercy  upon  him said in his Tafseer, “The verse asserted the prohibition of such an act (to keep pregnancy a secret) after describing them (divorced women) as "divorced" and informing them of the duties of the divorced woman to observe the post-divorce waiting period, underlining that which is lawful and that which is unlawful for them (in this period).
