Resorting to man-made laws against Muslims to get one's usurped rights

Question

Is it haram to use disputes offered by companies like PayPal to dispute transactions from Muslim merchants? I bought something online, and the muslim merchant did not sent me my item. I contacted him, and they said that it was out of stock and that they would send it when it came in the same week. they still have not sent it, and when I try to contact them, they do not respond at all. I have tried numerous times, so is it haram to dispute my transaction through PayPal or my credit card company in order to get my money back? Is this considered using man-made laws from the disbelievers against other muslims?

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) is His slave and Messenger.

If you do not find any other alternative to get your right except by resorting to such companies, then it is permissible for you to do so.
