If a person has debts exceeding the Zakah, does he have to pay any Zakah?

Praise be to Allah, the Lord of the World; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
If a person has debts exceeding the actual amount of money he has, then he is not asked to pay Zakah on this money even if it reaches the Nisaab. But, if your total resources, including property on which Zakah is not due, exceed your debts and reach the Nisaab then you have to pay Zakah on that amount.
