Accepted Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

We do not know of any evidence which prohibits a person who is not in a state of purity to wash with water on which Ruqyah is performed. That is because this water is not a Quran so that a woman in menses or a person who is not in a state of purity would be prevented or prohibited from touching it.
