Wants to migrate to a Muslim country but her non-Muslim family lives in UK

Question

Assalamu alaikum wa rahmatu Allahi wa barakatahu
I am a student born in UK, I became muslim one year ago alhamduliilah, and this is my last year of study. I have the opportunity to work here for one year helping disabled people find occupation. Should i do this for one year as my fiancee (muslim) and family (kufar) are here in UK. Or should i go to a muslim country without a mahram? Where my work will not be of any charitable nature. i will hav to teach english in Turkey or Malaysia as the other muslim countries are not as safe for women. Which is better? i know both will anger Allah and put me in an insecure position, what should i do after my studies? My fiancee is one year younger and he is studying in uk til next year. Shall i just stay in england working for 1 year til i get married? or leave to muslim country alone? my distant family r all in iraq i do not know them, and i think ths is dangerous, but that is my only option of going 2 muslim country where i hav family, and this will anger my immediate family. I am worried about aying tax in country that occupies muslim country and murders muslims. but even muslim countries do this. syria, africa, iraq, iran, and if not they are collaborater with kafir countries. Allah have mercy on all of us for allowing this to happen. is a muslim country one that is sharia state? is turkey muslim country even? wasalaam

Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad  sallallaahu  `alayhi  wa  sallam ( may  Allaah exalt his mention ) is His slave and Messenger.

First of all, we thank and praise Allaah Who guided you to Islam and we ask Him to make you firm and steadfast on His Religion until the Day you meet Him.

We advise you to seek beneficial knowledge, perform good deeds and befriend righteous and pious women, as these are the best things that help a Muslim woman remain steadfast on her religion.

As regards migration, its ruling differs according to the circumstances of people and we have already clarified this in Fatwa 84352. Therefore, if you are safe from being tempted in your religion and you are able to establish the rites of your religion, then you are not obliged to migrate. Rather, it might be that staying in your country is better as you might not find a Muslim country where to migrate and where you would feel safe because you have no husband or Mahram to accompany you. Therefore, we advise you to try to convince your fiancé to hasten to conclude the marriage with you, as this will help both of you, Allaah willing, to protect yourselves from the reasons of temptation. With regard to the work of a woman, she is religiously permitted to work provided that she abides by some pre-conditions, like wearing Hijab when going out of her home, and not mixing with men and other pre-conditions that we mentioned in Fataawa 83607 and 82399.

As regards what is a Muslim country, then the jurists  may  Allaah  have  mercy  upon  them defined it as a country where the Islamic rulings are applied and where the Muslims are in power.
