Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

If the matter is as you mentioned in the question, and you cannot migrate with your family except by taking Riba (interest and/or usury), then it becomes permissible, Allaah willing, because the necessities make what is forbidden permissible. Indeed, there is no necessity greater than that of protecting one’s religion. Allaah Says (what means): {He has explained in detail to you what He has forbidden you, excepting that to which you are compelled.}[Quran 6:119] Allaah also Says (what means): {and the Fitnah is worse than killing.}[Quran 2:191] The Fitnah here means committing disbelief in Allaah and associating others in worship with Him.

Allaah Knows best.
