Question
If a husband divorces his wife once at home and then once before the marriage official, would this be one or two counts of divorce?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
Anyone who divorces his wife once at home and then goes to the marriage official and divorces her another time, this wife would be divorced twice and only one count of divorce remains. Allaah The Almighty Says (what means): {Then, either keep [her] in an acceptable manner or release [her] with good treatment.} [Quran 2:229]
This is applicable if the man intends another divorce before the marriage official. However, if his intention was repetition or announcement, then it is not considered another count of divorce.
In either case, he has the right to take her back again as long as she is still in her ‘Iddah (post-marriage waiting period).
