Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

You are permitted to take your daughter with you when going to perform 'Umrah.

As regards what you should do with her, it is possible for your wife to pray at home [place of her residence] and keep her daughter with her because a woman is not required or obliged to pray in congregation in the mosque. You are also permitted to hold your daughter with you during the prayer if by doing so she keeps quiet and does not disturb the praying people. Indeed, it is confirmed in the Sunnah that it is permissible to carry or hold an infant when performing the prayer as explained in Fataawa 88963 and 82566, even though some scholars may Allaah have mercy upon them stated that this was abrogated, or this is only permissible at a time of necessity; other views were also presented in this regard.

However, Imaam An-Nawawi may Allaah have mercy upon him said: "All these claims are false and have no evidence…as the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) did so [carried Al-Hassan and Al-Husayn] during the prayer to inform us that this is permissible."

Allaah Knows best.
