Question
Assalamu Alaykum i have a Question. My Brother has this Game,and in this game there is a skill called "luck" and i did my research and it said, Fate. Karma. An extremely high or low Luck will affect the character - somehow. Events and situations will be changed by how lucky (or unlucky) your character is. ” —Fallout In-game description is this game haram since there is luck?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
We are not aware of what this game really is but we have already issued Fatwa 162101 clarifying the conditions for the permissibility of computer games, so please refer to it.
Therefore, if this game abides by these conditions, then it is permissible. The fact that it is based on luck does not necessarily mean that it is forbidden. Luck is the destiny which means what Allaah predestines for the player in regard to this game either to win or to lose.
In the above Fatwa, we also clarified that a Muslim should fill his time with what is beneficial in regard to his religion and worldly matters. We confirm this fact again here because free time is a blessing and being grateful to Allaah for it should be by spending it in a beneficial way. Ibn ‘Abbaas 
narrated that the Prophet said: “There are two blessings in which many people incur loss: health and free time.” [Al-Bukhari]
