Muslims who fail to make Hijrah

Question

The scholars say that Muslims who live in the West should make Hijrah, but when we try the governments of the Muslim countries reject us. Who will be blamed on the Day of Judgment? We for not making Hijrah or they for blocking or making it very difficult for Muslims to make Hijrah.

Answer

Praise be to Allah, the Lord of the World; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.

Illegality of residence in non-Muslim countries is based upon fear that bad influences will affect the Muslim's faith and morals.
The Prophet (Sallallahu Alaihi wa Sallam) banned such residence in a Hadith that is recorded by Abu Dawood and others from Jabir who said that the Prophet (Sallallahu Alaihi wa Sallam) said: "I am exempt from every Muslim who resides among polytheists (i.e. in their lands) in such a manner that one can see the other's fire" .
But, if there is dire need for residence as you mentioned in your question, then there is no harm. Here, we remind such a person to do his best to adhere to Islam, and then, to reduce mixing with non-Muslims as much as possible. As for children, one has to educate them in accordance with the teachings of Islam and never leave them as prey for non-Muslims.
If one does as mentioned above, then he will free from responsibility until Allah makes it easy.
